Civil Grand Jury Releases 2025-2026 Consolidated Report

Stockton, CA — Today, June 25, 2026, the 2025–2026 San Joaquin County Civil Grand Jury released its final consolidated report. The report contains the investigative reports, findings, and recommendations developed during the 2025–2026 term.

Civil grand jurors examine and investigate local governmental activities throughout San Joaquin County. Their responsibilities include reviewing all aspects of county government—including school districts and special districts—to help ensure that government is operating lawfully and efficiently and that public funds are managed appropriately. The Civil Grand Jury may also investigate public agencies and the administration and affairs of any city within San Joaquin County.

Hon. George J. Abdallah, Jr., Supervising Judge of the San Joaquin County Grand Jury, commented on the 2025–2026 Civil Grand Jury’s work, stating:

“As the Grand Jury Advisor, it has been my privilege to review the work of the 2025–2026 Grand Jury. This group of jurors demonstrated an exceptional commitment to collaboration, working efficiently and thoughtfully to examine complex issues and produce a comprehensive final report. Their ability to work together with professionalism and mutual respect was instrumental in accomplishing their responsibilities.

The Grand Jurors benefited from the guidance of their highly experienced advisors, County Counsel Ms. Kimberly Johnson, Assistant District Attorney Mr. Richard Price, and the invaluable assistance of the Superior Court administrators. Through their collective efforts, the Final Report provides the public with clear and informative accounts of the Grand Jury’s investigations, findings, and recommendations. The Superior Court extends its sincere congratulations and gratitude to each member of the 2025–2026 San Joaquin County Grand Jury for their dedicated public service.”

Today also marks the selection and swearing-in of the members of the 2026–2027 Civil Grand Jury. The ceremony will take place in Department 3D at 3:30 p.m. The Civil Grand Jury is composed of 19 citizens who are impaneled annually for a one-year term. The 2026–2027 term officially begins on July 1, 2026.
